The problem is that this would mainly serve to burn out everyone else rather than the people who actually enjoy dustbowl. There are 24/7 dustbowl servers in live TF2 and they are usually very active, preferably we don't want to have any servers turn into just that.
I really wish the custom map servers would get more play. People not generally knowing what kind of map they're going to in a vote is a lot more exciting than 50% of the server immediately voting for cp_dustbowl for the third time today because they see it on the list.
