I think it'd be worth running a custom maps server for a week or so and seeing how people like it, maybe cleaning up the map list for any maps that might be buggy or not working as intended. I think we just need to add dm_mariokart2_b3 and then it's a perfect map list.

This is the Vscript VSH mode, not the plugin version. The Vscript version should work just fine here as TF2C now runs off of TF2, which means you can play alternate gamemodes like MVM and VSH etc. I do not think VF4 will host a VSH server but who knows?
