Alright well I created a region because I didnt want to jump into sandbox and have cheats and all of that. In Sim City 4, you can create as many cities as you want in a region and control any of them. In fact the game suggests that you do just that so the cities can thrive off each other. This is why I always start with a city connected to the big city tutorial city :D I am sure it will have the same...

Its really not my fault. I watched it turn a corner into one of the tunnels, went after it and it vanished...no tunnels or anything telling me where it could have gone...there was one time I had to chase it because it decided to keep going up. It was a mess :( I think I am going to experiement...
