Try to avoid the 675M. It's a rebranded last-gen part. There's a version using this year's Kepler architecture called the 675MX. The 670M is another part to avoid (same thing with the 670MX). You might see laptops with the 680M and the 680MX. Those are both Kepler and would both run fine...
I concur. Pocket your upgrade cash and come back next year (or the year after that) for the next generation. Nvidia's best GPU isn't worth the extra cash for a single monitor.
If you can reinstall Windows, I would do that. Being an older machine and a netbook, it wouldn't be a horrible time for spring cleaning via the nuclear method. It might seem like a lot of work, but it's basically guaranteed to fix your problem and that's more than I can say for any other...
