computer hates steam

[Frosty [MGCM]]

i restarted my computer wayyyyyyyyyyyyyyyyy back on October 25th and when i try to log back into Steam, it tells me "Steam is having trouble connecting to the Steam Servers", while i see everyone else playing games and prancing around having fun... its benn like this ever since... i know there are some tech-savvy people in Vault F4 so if anyone knows whats up, id be thankful for it

P.S. - its a thing with my computer, my account is fine

Things I've tried:

Restarting computer
reinstalling Steam (3 times)
deleting everything but Steam.exe and steamapps
other things that i cant remember
