When does a "gif with sound" become a video?

"Hey everyone, look at this video of gifs with sounds!"
"You mean a video?"

I know technically a video could just be images and no sound. I didn't get much sleep and I can't think of the proper terminology.

They take a bunch of GIF's add the sound themselves, make a compilation video out of it called, appropriately, GIF's with sound. Just enjoy the humor lonesome, they are funny
