This problem has been stopping people from playing TF2C for awhile, and when I recently came back to this game, I had the same exact problem. Here's the working fix I've found:
Go to your Source SDK Multiplayer tool, and go to the branch menu as usual. Choose the "OPT OUT" option.
This works because Valve moved the features from the old "beta_test" branch to the regular branch as of May 11th, 2016.
