if a VF4 staff member got struck by lightning and disintegrated, and at the same time lightning struck a swamp and formed an identical copy of that staff member from the particles in the air, would mod perms be granted to it, or would a new application have to be made for swamp-mod?

Well Cyberdemon, since that new person would have identical capabilities to the original mod, it would only make sense to make them the old mod's replacement! Plus, considering the original mod volunteered for this position, they would likely still want to be a mod. Therefore, Swamp-Mod would be given mod perms. Or something like that.
