Thanks for the report. We've issued a temporary ban to the player in question, as we already told them a couple times to not do this.

Noting this down here for anyone else reading: please DO NOT abuse this exploit. Our rules specifically do not allow for map exploits such as this one. We will issue temporary bans for this. VaultF4 is intended by us and the developers to be a vanilla TF2C experience, which is explicitly why Civilian is not a selectable class as he is supposed to be normally exclusive to VIP-related modes. Having extra Civilians on maps intended to have only one or two not only goes against this, but completely breaks the flow of gameplay and can break the maps entirely, which is not fun for the majority of people.

If you wish to play Civilian at will, there are plenty of other communities that allow him to be picked whenever you want, on any map.
