No folder?

Whenever I download TF2C, I don't download a folder. I end up downloading a .7z (TF2C_2_0_0b1.7z to be exact) folder. I've placed that in my steamapps folder, did all the SDK stuff, and it doesn't appear in my library. I would love to get some help asap, because I would love to play the game.

UPDATE: I also don't have the option to extract the file upon or after download.

You need to download the 7zip file manager and extract the files from the .7z archive.
