In step 3.2 it states that you must select "beta_test" under the betas option in the Source SDK 2013 Multiplayer Base properties. The beta_test option was not available, instead I had to select "prerelease-" for it to work.
I just thought I would report this because it caused me a lot of confusion and delay in installing the mod, and it can help others with the same issue.
