[New] players evading permabans via uninstalling/reinstalling

hello, i had a question regarding server management

my girlfriend is a moderator for the TF2C mechtech servers. she approached me today about a potential concern regarding ban evasion that she and her fellow mechtech admins were discussing. like vaultF4, they use sourcebans for keeping track of player infractions and bans, but they have reason to suspect that uninstalling and reinstalling TF2C allows one to circumvent a ban

that doesn't sound very likely to me personally but they've apparently been having issues with sourcebans on their end. obviously vaultF4 and mechtech aren't affiliated but both groups use sourcebans so i thought it would be worth asking another group which utilizes the plugin

if this isn't something you can help with, that's fine, i just thought i'd try asking here first. i mean, i could offer up my account for execution and reinstall the game myself to test their theory... but i'm lazy, so i figured i'd ask in a place where there's a lot of knowledge and expertise in TF2C server management

While I’ll admit I’m not knowledgable about the intricacies of how sourcebans works, I do know that it bans based off of steam ID and IP. Uninstalling and reinstalling the game alone would not change either, and as such wouldn’t allow people to circumvent a ban.
 
Might be out of context but there are tons of way to evade a ban. Most known is ofc vpn and changed steam account but to make things way harder is it possible or even allowed to have a system that detect HWID related stuff.

Because it is substantially harder, inconvenient and even led to a very buggy system to change stuff like that from my experience (so it would be way more painfull and in the end prevent some to even try evade in the first place), i have also heard and had an internet box (french internet providers have those features if you have a decent internet box) that had a feature to dynamically change the IP adress (only by a very few numbers but enough to fool the banning system).

In the end it would make admin life's easier and led to more sane lobbies :)
