server Keeps hibernating. No idea how to disable.

This is an annoying thing i have on my SteamCMD server in team fortress 2 classic When i start it up it keeps saying Server is hibernating
Or when it is empty it says Server is hibernating And when this happens It is Not public (No ping,No heartbeat) The only way to make it public again is if i join it. Can anyone please Let me know how to fix this?

You are looking for the cvar

sv_hibernate_when_empty 0

But I don't think that the hibernate function cause this. (It only puts the server into extremely low CPU usage mode when no clients connected).
Dumb question: Is

sv_lan

set to zero?
