Yea you can, I saw someone do that on a livestream. That's why when you look at the demands it has the city demand and then the darker color is the region demand. So basically a region can take away your demand if it is fulfilled.

Yea I had some factories that were mad that they had no way to ship stuff. I was eventually able to build a train station and put down a shipping area next to it so I can try and get stuff out faster through the trains.

Well we can always open a temp city to take all the sewage away from all the cities until we get more people playing. Also I think we need to use TS or mumble to communicate because the in-game chat seems to lag a lot and doesn't notify you of new msgs.
